Air Traffic Services in Simferopol FIR
In March 2014, the State Enterprise “Krymaeronavigation” was established to provide air traffic services in Simferopol flight information region (FIR) in the Republic of Crimea and in April 2014, Crimea Air Navigation branch of the State ATM Corporation was founded.
Since 3 April 2014, the air traffic control units (area and terminal) of Crimea Air Navigation branch have been providing air traffic services within Simferopol FIR and at Simferopol and Sevastopol (Belbek) aerodromes.
Simferopol FIR covers the airspace of 180, 000 sq.km over the Crimean Peninsula, the Black Sea and the Sea of Azov with ATS provided from ground level to 20 100 meters.
On 1 January 2015, the two Enterprises were consolidated into a single Crimea Air Navigation branch of the State ATM Corporation to provide:
• pre-flight information services to flight crews;
• air traffic flow management;
• flight safety within the area of responsibility including terminal area of Simferopol civil aerodrome, joint civil and military aerodrome of Belbek and 15 helicopter landing sites;
• communication, navigation, surveillance;
• MET information;
• alert services.
In compliance with the Resolution of the Republic of Crimea’s Council of Ministers, the air navigation facilities are assigned by the right of economic management to the Federal State Unitary Enterprise “State Air Traffic Management Corporation of the Russian Federation” subordinate to the Federal Air Transport Agency (Rosaviatsia). The motor transport, MEP systems and utilities, computer systems, unfinished ATC buildings are designated as federally owned.
Operations
Simferopol ATS Centre provides area and approach control, flight information, alerting and airspace management services. Area control is provided by 6 sectors (Sectors 2,3,4,5, off-route, FIS-B) and terminal control by Approach units and Tower to ensure even workload distribution, expeditious and regular air traffic flows. The sectors can be configured based on traffic intensity.
RNAV-1 SID and STAR terminal procedures have been implemented. Apart from that, flight levels in feet and RVSM have been introduced at Simferopol ACC ensuring en-route capacity increase.
ATS procedures at Simferopol ACC have been supplemented with visual maneuver procedures for instrument flights contributing to airspace efficiency and reduced fuel consumption for airlines.
Automated communication between adjacent ACCs is performed via data link using OLDI protocol.
100% of the Branch’s ATCOs are qualified to perform ATC in English at ICAO Level 4 (Operational).
The max. daily flight density at Simferopol airport totaled 227 movements on 19 August, 2015. During the 12 months of 2014, Simferopol airport provided services to the total number of 2 790 854 passengers whereas during the 9 months of 2015 (as of 24 September, 2015) the number reached 4 217 812 passengers.
