Free Route Airspace Implementation in Kaliningrad ACC Continues
State ATM Corporation’s North-West Air Navigation branch continues active efforts to implement Free Route Airspace (FRA) within the area of responsibility of Kaliningrad Area Control Centre.
The implementation of FRA is closely coordinated with air navigation service providers of neighbouring countries: Poland (PANSA), Sweden (LFV), Lithuania (ON), as well as a number of airlines.
On 22 June 2021, Alexey Buevich, Deputy Director General and Head of Main ATM Centre, held an online meeting with representatives of PANSA, the Polish air navigation service provider. Given the obvious benefits of FRA for aircraft operators, the implementation of FRA in the Russian Federation airspace is closely supervised by State ATM Corporation Director General Igor Moiseenko, who participated in the meeting.
Since 23 January 2021, some FRA elements have been available in the upper airspace of Kaliningrad ACC over the high seas, enabling the planning and operation of flights outside ATS routes between 15 mandatory reporting points on the border of Kaliningrad Flight information region (FIR). The five most active users of those FRA elements in Kaliningrad FIR included three foreign and two Russian airlines: Cargolux Airlines, Scandinavian Airlines, British Airways, Pobeda and AirBridgeCargo. Full-scale implementation of FRA in the upper airspace of Kaliningrad FIR is scheduled for 2 December 2021.
