ICAO Regional Performance Framework Workshop Completed in Moscow
On 29 – 30 May 2018, an international workshop on air navigation system performance framework implementation was held under the auspices of the ICAO EUR/NAT Office in Moscow to support States of the Eastern part of the EUR region in their implementation efforts. The event was opened by Yuri Tokarev, Head of Airspace Management, FATA, who pointed out in his opening remarks the urgent character of the issues being discussed and the importance of work performed by ICAO.
Leading international experts Alessandro Ghilari, ICAO Performance Task Force Chairman, and Hartmut Koelman, Senior Expert, Performance Review Unit (PRU), EUROCONTROL, appreciated the arrangement of the workshop in the Russian Federation and expressed confidence in the further strengthening of cooperation on the matters discussed. Russia’s national air navigation services provider, FSUE “State ATM Corporation”, was represented at the workshop by a delegation of experts headed by Deputy Director General Yevgeny Melnikov. Besides representatives from Russia, the workshop was attended by delegates from Belarus, Kazakhstan, and Kyrgyzstan.
The key objective of the workshop was to raise awareness within the States concerned of the six Key Performance Areas selected for the EUR region, namely Safety, Capacity, Efficiency, Environment, Cost Effectiveness, and Participation by the ATM Community, as well as related goals, key indicators and metrics. A better understanding of the performance framework and more active participation of States within the region in performance data reporting will help expedite the implementation of a regional performance framework throughout the EUR region.
