International Conference

On the initiative of the Federal State Unitary Enterprise, “State ATM Corporation”, an international conference, “Future of the ATM System in the Eastern Part of the ICAO European Region” was held in Moscow on 17-18 January 2007.

The event was envisaged as a forum for an exchange of views and experience between Russian and foreign ANSPs (particularly from the members of the “Eurasia” Coordination Council), international association of ANS providers, users and representatives of the scientific community. 

Over 110 guests attended the conference, including heads of 14 ANSPs, Secretary General of CANSO, representatives of IATA, Russian and foreign airlines, the Federal Air Navigation Authority of Russia (Rosaeronavigatsia) and the State ATM Corporation. ICAO Regional Director of European and North Atlantic Office, the Chief of Regional Affairs Office ICAO Headquarters, Director General of EUROCONTROL and prominent experts from the Russian Academy of Science were invited to speak at the forum. The keynote speakers presented a global overview on ICAO and EUROCONTROL day-to-day activities and short-term plans, consolidation of the position of CANSO as the main voice of ANS providers on the international arena, the progress made in the implementation of the EU’s SESAR Programme, as well as best practices in staff training, including the English language training. 

Organization of the conference as a whole, substantiality of reports and active involvement in the discussions were highly appraised by the participants and guests.

All materials from the Conference, particularly the reports and presentations made at the forum, will be collected and disseminated among the participants in electronic format.

Mr. Alexander Neradko, Head of Rosaeronavigatsia, and Mr. Victor Aguado, Director General of the European Organization for the Safety of Air Navigation (EUROCONTROL), met on the sidelines of the forum and signed a number of bilateral documents and initialed a Memorandum on Cooperation between Rosaeronavigatsia and EUROCONTROL. The Parties agreed that pending the official signing of the document, the provisions of the Memorandum on Cooperation and its nine Annexes would be applied on a temporary basis. 

The first-ever international air navigation forum in the Russian Federation has become the first significant step towards integration of the State ATM Corporation into the international ANS provider community as a full and active member. In this context it should be noted that, in their speeches at the Conference, both the Director General of the State ATM Corporation and the Secretary General of CANSO stressed their strong intention to develop bilateral co-operation and bring them to a new institutional level.
