Khabarovsk ACC implements transition to OLDI protocol in the interaction with Shenyang ACC
On the eve of international air traffic controller’s day, celebrated annually on October 20th in the Far East Air Navigation branch of FSUE State ATM Corporation machine-to-machine data communication procedure between Khabarovsk (Russia) and Shenyang (China) ACCs was launched using the OLDI protocol between.
There is the interaction with three regional neighbors under the OLDI protocol: Magadan, Irkutsk and Yakutsk ACCs. ACC Shenyang is the fourth outside party. For the Northeast China Regional Air Traffic Management Bureau of CAAC it has the significant value since the implementation of OLDI is the first experience in applying the Eurocontrol protocol not only in China, but throughout the Asia-Pacific region.
Apart from the typical for area control service ABI, ACT, REV, PAC, MAC, LAM messages the implementation of the HOP (Hand-over procedure proposal message) and ACP (Hand-over proposal acceptance message) messages has become the significant breakthrough in the information transmission procedure. The NRA and ASR messages aim to organize a manual radar transmission of the aircraft between the regional control centers of the adjacent states. Such set of messages almost completely eliminates voice communication between air traffic controllers and reduces the load on them, thus increases the level of flight safety.
The implementation of this procedure was preceded by a large and difficult work by both sides, primarily related to the organization of a modern digital high-speed communication line between two centers, which provides voice interaction between the adjacent ATS centers (Shenyang, Harbin, Khabarovsk, Khabarovsk, Vladivostok and Blagoveshchensk) let alone the interaction between Khabarovsk and Shenyang ACCs under OLDI protocol. Considerable work was accomplished to harmonize the procedures for the upcoming interaction. Together with equipment developers, the automated air traffic control system was finalized on both sides. The heads of the regional centers carried out the relevant work to coordinate the text and sign the Agreement on interaction procedures between Khabarovsk and Shenyang ACC.
Finally, on October 18, 2019 at 01:30 UTC, thanks to the coordinated work performed by professional staff on various levels the interaction between the adjacent regional centers of Khabarovsk and Shenyang reached the new level and opened the new prospects for increasing traffic volumes and improving the quality of services provided by air navigation providers of Russia and China.
