Magadan ACC has completed its consolidation
On 17 January 2008, the work on consolidation of Magadan Area Control Centre of the Joint ATM System of the Russian Federation within “North-East Air Navigation” branch of the State ATM Corporation was completed in accordance with the Strategic plan on ACCs consolidation approved by A. Neradko, Head of the Federal Air Navigation Authority (Rosaeronavigatsia).
In 2006, Rosaeronavigatsia developed and approved the Strategic plan on ACCs consolidation pursuant to which the Airspace Restructuring Action plan was developed for “North-East Air Navigation” branch. The objective of the Action plan is to ensure 24-hour service for the main transit flow of international air traffic (in the upper airspace above 8 100 m) over Magadan and Chukotka regions (Anadyr, Mys Shmidta, Pevek ACCs and Markovo, Keperveem, Omolon auxiliary ACCs) provided by a single Operational room of Magadan ACC.
In 2007, an upper airspace sector “North-1” within Anadyr ACC and Marcovo auxiliary ACC, and a new lower airspace FIS sector within Magadan ACC were established to offload the existing “North” and “South” sectors. At the final stage, an upper airspace sector “North-2” within Pevek and Shmidt AССs, and Keperveem aux. ACC was established, and Magadan ACC commenced ATC provision in the upper airspace of Omolon aux. ACC above 4500 m. It also allowed the consolidated Magadan ACC to start the provision of 24-hour ATC services in the upper airspace above 8100 m within Mys Shmidt ACC on 3 December, 2007 and in the upper airspace of Pevek ACC, Keperveem and Omolon aux. Situated in the city of Magadan in the premises of Flight Control Centre, Magadan ACC is equipped with automated ATC system “Alfa” composed of a number of subsystems. Radar data and VHF communication for Magadan ACC are provided by an integrated digital communication network consisting of ground and satellite segments. The satellite segment includes 11 satellite communications stations, the communication redundancy is ensured by digital leased circuits.
Air traffic control in the oceanic sector of Magadan ACC in the eastern part of the Arctic Ocean is provided by a complex ATC system with ADS/CPDLC functionalities.
A step-by-step replacement of VHF and radar facilities in 9 en-route radar sites of Anadyr, Mys Shmidta, Pevek, Keperveem, Omolon, Seimchan, Markovo, Magadan, Chaibukh was carried out in the period between 2000 and 2007. All radar sites were equipped with PSRs and SSRs.
The gradual establishment of the consolidated ACC, reorganization of airspace structure and continuous air traffic growth promoted implementation of new Crosspolar and Trans-Eastern routes to ensure optimal redistribution of air traffic flows and allow airspace users to operate their flights on a 24-hour basis in the north-eastern part of the Russian Federation.
