Negotiations with IATA
Following an earlier agreement, negotiations between delegations of the Federal Air Navigation Authority (FANA), the State ATM Corporation and the International Air Transport Association (IATA) were held in Moscow on 5-6 June 2007.
The meeting had been conceived as a follow-up event to the round of consultations regarding ANS tariffs changes for foreign users in Russian airspace, which took place in Moscow in December 2006.
The agenda of 2nd meeting, which proceeded in an atmosphere of constructive dialogue and mutual interest, was built around discussions of the Russian Air Navigation System modernization plans and sources of their funding.
Representatives of IATA - an organization that represents airlines comprising 94% of international air traffic – reiterated their high appreciation, expressed during the previous round of consultations, of the restraint regarding ANS tariffs exercised by the Russian Federation during difficult times experienced by international civil aviation in 2001-2005. They agreed that, considering solid passenger and cargo traffic growth, especially on transit routes over the territory of the Russian Federation, the modernization of the Air Navigation System and enhancement of flight safety are to be brought to the forefront.
As a result of the negotiations, the two sides reached an agreement to increase en-route ANS charges for foreign users in Russian airspace by 8.3%, effective 1st November 2007.
The Agreed Minutes signed by the Parties also include the mutual wish of the Federal Air Navigation Authority and IATA to continue their effective dialogue in the field of air navigation and to meet again at a date to be determined for a joint evaluation of the progress.
