Procedure for Issuance of Clearances by Regional Inter-Agency Operational Centres for Security during 2018 FIFA World Cup and 2017 FIFA Confederations Cup
IMPORTANT NOTICE FOR AIRSPACE USERS
Pursuant to Presidential Decree of the Russian Federation No. 202 dated 9 May 2017, security measures will be tightened in the Russian Federation during the 2018 FIFA World Cup and preparation thereto.
To implement the reinforced security measures, respective Orders of the Ministry of Transport introduce additional prohibited and restricted areas in the airspace above cities hosting the 2018 FIFA World Cup matches, as well as team base camps.
In case of necessity for airspace usage (except for authorized activities) within the aforementioned areas from 1 June 2018 to 17 July 2018, a clearance issued by a competent Regional Inter-Agency Operational Centre for Security during the 2018 FIFA World Cup (hereinafter referred to as RIAOC) is required in accordance with the Procedure published in the Information subsection of the Airspace Management section.
According to the above Procedure, an airspace user shall file a request for operations in a prohibited and/or restricted area to the responsible area control centre (hereinafter referred to as ACC).
The ACC forwards such a request to the responsible RIAOC, which makes the decision whether to grant permission for operations in a prohibited and/or restricted area or to reject the request.
The ACC informs the request originator of the issuance/rejection of clearance by the RIAOC.
Listed below are grounds for airspace usage in prohibited and/or restricted areas:
a) for manned aircraft:
in А and С class airspace – clearance by RIAOC and ACC airspace usage clearance;
in G class airspace – clearance by RIAOC and airspace usage plan filed to the ACC
b) for unmanned aircraft or airspace usage not related to aircraft operations in A, C, and G class airspace – clearance by RIAOC and ACC airspace usage clearance.
