State ATM Corporation Holds Negotiations with Lithuanian ANSP Oro Navigacija
A bilateral meeting attended by operational and technical experts from Kaliningrad ACC of State ATM Corporation North-West Air Navigation Branch, and Lithuanian air navigation services provider Oro Navigacija took place last week in Vilnius, Lithuania. The meeting discussed the implementation of REV messages as part of the OLDI automated coordination system between Vilnius and Kaliningrad ACCs, transfer of control procedure enhancement, update of the current Letter of Agreement and Technical Regulations for cooperation between the ACCs.
State ATM Corporation experts presented a scheme for OLDI REV message implementation testing, agreed on test and operational implementation dates, proposed a scheme to complete OLDI interaction redundancy tests via OSPF protocol through Warsaw ACC (Poland). Oro Navigacija experts shared their experience in implementing FUA (Flexible Use of Airspace) and FRA (Free Route Airspace) in Vilnius FIR, information on steps taken and future plans with regard to cross-border FRA implementation. In addition, they presented the new ATC system including CPDLC, Mode S, MTCD, and OLDI functionalities that is currently under implementation at the new ACC in Vilnius.
In case of successful tests, operational implementation of REV messages between Kaliningrad and Vilnius ACCs is scheduled for 6 December 2018. The Russian delegation greatly appreciated the warm hospitality extended by their Lithuanian colleagues. The meeting took place in a friendly and constructive atmosphere.
